WhatsApp Business API cost in 2026: pricing explained

Meta's per-message pricing, what changed on 1 October 2026, what's still free, what providers charge on top, and a worked example to estimate your monthly bill.

Key takeaways

  • Meta charges per delivered message, based on the message category (marketing, utility, authentication, service) and the recipient's country.
  • From 1 October 2026, service messages are charged beyond 1,000 free per phone number per month — replies are no longer unlimited and free.
  • Messages customers send you are always free. Marketing messages are the most expensive category — in India, ₹0.8631 versus ₹0.1150 for utility.
  • Your total cost = Meta's message fees + any provider (BSP) fees + the cost of building and running your automation.

The WhatsApp Business API (officially the WhatsApp Business Platform) lets businesses send notifications, run support with multiple agents, and automate conversations at scale. But the pricing has changed several times — most recently on 1 October 2026. Here's what the WhatsApp Business API actually costs today, in plain English.

The three parts of WhatsApp API cost

When people ask what the WhatsApp Business API costs, they usually mean one of three things. Your real bill includes all of them:

  1. Meta's message fees — what Meta charges per message delivered.
  2. Provider fees — what a Business Solution Provider (BSP) or platform charges for its tools, if you use one.
  3. Build and running costs — setting up chatbots, integrations with your CRM or ERP, and maintaining them.

WhatsApp Business API pricing: how Meta charges

Since 1 July 2025, Meta charges per delivered message rather than per conversation. You're only charged when a message is delivered, and the rate depends on two things: the category of the message and the recipient's country. Messages customers send to you are free.

Marketing messages

Promotions, offers, announcements, re-engagement campaigns and newsletters. These are template messages you can send at any time to customers who have opted in. Marketing is the most expensive category and doesn't get volume discounts.

Utility messages

Updates about something the customer has already done or asked for: order confirmations, shipping updates, appointment reminders, invoices and account alerts. Utility templates are cheaper than marketing and qualify for volume discounts.

Authentication messages

One-time passwords and login codes. Usually priced similarly to or below utility messages, with volume discounts. Some countries also have separate international authentication rates.

Service messages

Free-form replies you send within the 24-hour customer service window — the period that opens whenever a customer messages you. This is where the biggest recent change happened.

What changed on 1 October 2026

Until recently, service messages were free and unlimited. From 1 October 2026:

  • Each business phone number gets 1,000 free service messages per month. Unused messages don't roll over.
  • Service messages beyond that are charged.
  • Utility templates sent inside an open customer service window, which had been free since July 2025, are now charged too.
  • Businesses without a payment method on file risk service messages not being delivered once the free allowance is used.

Eligible government and non-profit organisations keep free service messages beyond the free tier until 31 December 2027. For most businesses, though, high-volume customer support on WhatsApp now has a direct per-message cost — something to factor into chatbot and support design.

Meta Business Agent

Meta has also introduced a Meta Business Agent message category, charged at $2 per million tokens with no free messages or volume tiers — Meta estimates a typical message at around 4–5 US cents.

What's still free

  • Messages from customers to your business.
  • 1,000 service messages per phone number per month.
  • Click-to-WhatsApp ads: when a customer messages you from a Click-to-WhatsApp ad on Facebook or Instagram, your replies open a free entry point window during which messages aren't charged.

How much does each message cost?

Rates vary widely by country. Messages to countries such as India are among the cheapest, while Western European countries such as Germany and the UK are among the most expensive. Within any country, marketing messages cost several times more than utility or authentication messages.

For example, Meta's India rates effective 1 October 2026 (billed in rupees since January 2026) are:

CategoryMeta rate per delivered message (India)
Marketing₹0.8631
Utility₹0.1150
Authentication₹0.1150
Service (beyond 1,000 free per number per month)₹0.1150

In India, a marketing message costs about 7.5 times as much as a utility message — one of the clearest reasons to classify templates correctly.

Because Meta updates rates four times a year, always use the current rate card on Meta's WhatsApp pricing page for your customers' countries.

Volume discounts

Utility and authentication messages get lower rates as your monthly volume grows, in tiers that differ by country. Volume is counted across your business portfolio and resets each month. Marketing messages don't have volume tiers.

Provider (BSP) fees

You can use Meta's Cloud API directly, paying only Meta's message fees — but you'll need developers to build everything around it. Most businesses use a Business Solution Provider or platform (such as Twilio, 360dialog, Gupshup, WATI or Interakt) for an inbox, chatbot builder and integrations. Providers typically charge in one or more of these ways:

  • A monthly subscription, often based on users or features.
  • A markup on top of Meta's per-message fees.
  • Setup or onboarding fees.

Compare the total monthly cost at your expected volume, not just the headline subscription.

Setup and development costs

Getting access to the API — business verification, phone number registration and template approval — doesn't cost anything from Meta. The real setup cost is building what you need on top:

  • An AI assistant or chatbot that answers common questions and hands over to your team.
  • Integrations so orders, bookings and customer records sync with your CRM or ERP.
  • Automated notifications triggered by your systems — order updates, reminders, invoices.
  • Ongoing maintenance as templates, policies and pricing change.

WhatsApp often works best as one part of a wider automation — for example, sending invoices and payment reminders automatically once they're approved. Our guide on how to automate invoice processing shows how those pieces fit together.

A worked example: actual cost in India

Here's what a typical month costs for a business messaging customers in India, using Meta's India rates effective 1 October 2026:

Message typeVolumeRateCost
Marketing (monthly offer)2,000₹0.8631₹1,726.20
Utility (order updates)3,000₹0.1150₹345.00
Authentication (login codes)500₹0.1150₹57.50
Service replies (2,500 sent, first 1,000 free)1,500₹0.1150₹172.50
Total Meta fees8,000₹2,301.20
18% GST, if applicable₹414.22
Total including GST₹2,715.42

Two things stand out. First, marketing is 2,000 of the 8,000 messages but about 75% of the bill. Second, this is Meta's fee only — provider charges come on top. Some providers add a percentage markup to every message; at a 15% markup, for instance, the marketing rate becomes about ₹0.99 and the utility rate about ₹0.13. Others charge a monthly subscription instead. Add the one-off cost of building your automation for the full picture.

For customers in other countries, use the same calculation with Meta's rates for that country.

How to keep WhatsApp costs down

  • Use the right category. Order and appointment updates are utility messages, which cost less than marketing. Meta reviews templates and may recategorise them, so write them carefully.
  • Segment marketing messages. Send offers to customers likely to act, not your entire list.
  • Design support flows efficiently. Now that service messages are charged beyond the free tier, combine information into fewer, clearer replies and let your chatbot resolve simple questions in one or two messages.
  • Use Click-to-WhatsApp ads for acquisition — conversations they start open a free window.
  • Set a maximum price for marketing messages if you use Meta's Marketing Messages API.
  • Keep a payment method on file so service messages keep flowing after the free 1,000.

How to get started with the WhatsApp Business API

  1. Set up a Meta Business account and complete business verification with your company documents.
  2. Choose a phone number that isn't already registered on the regular WhatsApp or WhatsApp Business app (or migrate an existing one).
  3. Pick your route: Meta's Cloud API directly, a Business Solution Provider, or a custom integration built on the Cloud API.
  4. Set your display name and profile, which Meta reviews.
  5. Create message templates for anything you'll send outside the 24-hour window, and submit them for approval.
  6. Collect opt-ins — customers must agree to receive messages from you on WhatsApp.
  7. Add a payment method so messages continue once free allowances are used.

Common mistakes that increase cost

  • Sending marketing content in utility templates. Meta can reclassify them as marketing — at marketing prices — and repeated misuse can affect your account.
  • Broadcasting to everyone. Untargeted campaigns cost more and increase blocks and reports, which can lower your quality rating.
  • Chatty bots. Splitting one answer into several messages now multiplies service message costs.
  • Ignoring opt-out requests. It damages trust and your number's quality rating.
  • Not monitoring spend. Track messages by category each month, especially after Meta's quarterly rate updates.

WhatsApp Business app vs API

The free WhatsApp Business app is fine for a sole trader or small shop: one phone, a catalogue and quick replies. You need the API when you want multiple agents on one number, automation, chatbots, integration with your systems, or messaging at scale. Pricing details checked against Meta's WhatsApp Business Platform documentation in October 2026. India rates are from Meta's rate card effective 1 October 2026, before GST. Meta updates rates on 1 January, 1 April, 1 July and 1 October each year.

FAQ

Frequently asked questions

Quick answers to the questions we hear most about this topic.

Ask a question

Is the WhatsApp Business API free?

Getting access is free, and messages customers send you are free. Meta charges per delivered message you send, based on the message category and the recipient's country. Each phone number also gets 1,000 free service messages per month.

How much does the WhatsApp Business API cost per message?

It depends on the recipient's country and the category. In India, from 1 October 2026, Meta charges ₹0.8631 per marketing message and ₹0.1150 per utility, authentication or charged service message, before GST and any provider markup. Rates in other countries differ and are updated four times a year.

Are replies to customers free on WhatsApp?

Not unlimited any more. From 1 October 2026, replies within the 24-hour customer service window are free for the first 1,000 per phone number each month and charged after that.

Do I pay for messages customers send to me?

No. Meta doesn't charge for messages from customers to your business.

Do I need a BSP to use the WhatsApp Business API?

No — you can use Meta's Cloud API directly. A BSP or platform adds ready-made tools like a shared inbox and chatbot builder, usually for a monthly fee or a per-message markup. A custom integration can connect the API directly to your own systems.
